Plenum on agreements reached before councils of elders
On 23 May 2025 the Plenum of the Supreme Court adopted Resolution No. 3 "On taking account in civil cases of agreements reached before councils of elders".
Disputes on grazing, livestock and family property are often first brought before elders (aksakals) under customary law. The resolution explains that a written record of such an agreement may be received by a court of the Zone as evidence of what the parties agreed, but it is not a judgment and is not enforced as one. It also recalls the decision in the Pastoral Transit Case (May 2015).
Matters arising across the Qara-Chik Demarcation Line remain under the liaison arrangements of the 2007 ceasefire. See Courts of the Zone.
